Summary

Causal Design is an economic consulting firm conducting rigorous program evaluations and analysis for international development organizations. Our evaluations are designed to provide timely and practical information to decision makers working to end poverty and inequality. 

We are looking for an experienced project controls leader to join our operations team. While we work collaboratively on all our projects, the Director of the Project Controls Unit will be expected to work independently yet collaboratively with all areas of the company. This role impacts a wide range of project operations, the work of clients, and other external parties, and the role is accountable for the overall results of the project controls unit. The Director is expected to spend 25% of their time directly supporting projects; the remaining time will be spent supporting multiple projects, cost proposals, and company wide initiatives. The position is based in Metro Denver, Colorado and reports directly to the Chief Operating Officer.

Responsibilities

Strategic Planning

Project Management Leadership

  • Implement company-wide resource planning and resource management practices and tools needed to improve project resource utilization;
  • Establish company wide project reporting to monitor project performance, identify and utilize capacity, and to identify risk exposure and issues; 
  • Advise senior leaders on the development of project management practices and systems;
  • Coordinate with senior leaders the implementation of systems, processes, and tools to ensure effective project management practices, and
  • Direct the activities of the Project Controls Team and determine how team resources should be allocated across projects.

Project Management Implementation

  • Engage with Project Managers and Team Directors to ensure successful project deliveries and outcomes;
  • Engage with Project Managers in project implementation that is responsive to client needs and aligned with company mission;
  • Adhere to contractual agreements, company policies and procedures for efficient and effective project start-up and close-down mechanisms; and
  • Lead the implementation of the Project Review for enhanced project oversight.

Compliance and Risk Management

  • Establish systems and trainings to ensure project implementation and project staff maintain compliance with donor requirements;
  • Establish systems to identify, mitigate, and manage project related risks including staff travel, in-country compliance, corruption/ fraud, etc. 

Project Reporting and Monitoring

  • Establish critical project finance processes and a consolidated company budget in collaboration with the Finance team.
  • Lead the implementation of a budget tracking and monitoring system for projects, including utilization rates, estimates to complete, and budgeted vs. actual spend for projects and activities.

Staff Management, Professional Development, and Team Building

  • Apply change management practices and strategic communication to drive company-wide transitions.
  • Create a work atmosphere conducive to professional growth and development of excellent personnel at all levels. 
  • Directly supervise International Research Operations Analysts (IROAs) and other types of positions as may be needed and carry out supervisory duties including review and approval of timesheets, performance evaluations, and meetings to communicate and coordinate project activities and personnel actions. 
  • Plan and establish team work schedules, deadlines, and standards for acceptable work; coordinate and integrate schedules and processes with the work of direct reports or others.

Qualifications

Minimum Required: A four year post secondary education with a bachelor’s degree in business administration or related field with at least ten years of related work experience in project management, project accounting, and program administration.

Preferred: A Masters Degree in one of the following areas of concentration, International Business, Economics, Accounting or Business Administration, with at least eight years of related work experience.

  • Federal Government contracting experience and experience implementing activities in compliance with the Federal Acquisition Regulation (FAR), including cost allowability and subcontracting, in addition to the Code of Federal Regulations (CFRs) and USAID Acquisition Regulations (AIDAR);
  • Advanced skills with Microsoft Office software, including Microsoft Excel and Microsoft Word and advanced skills with Google Workspace cloud computing, productivity, and collaboration tools including Google Sheets, Docs, GMail, Calendar, Drive, and Slides.
  • Supervisory experience;
  • International experience working with program evaluations and field surveys.

Employment

This is a full-time exempt position as an employee of Causal Design. The salary range is $87,491 to $113,743 and will be determined based on experience.
